{"id":30661,"date":"2025-11-06T09:32:50","date_gmt":"2025-11-06T08:32:50","guid":{"rendered":"https:\/\/allavellilegal.com\/blog\/?p=30661"},"modified":"2025-11-06T09:32:50","modified_gmt":"2025-11-06T08:32:50","slug":"security-decree-new-obligations-and-opportunities-for-businesses","status":"publish","type":"post","link":"https:\/\/allavellilegal.com\/blog\/en\/security-decree-new-obligations-and-opportunities-for-businesses\/","title":{"rendered":"Security Decree: New Obligations and Opportunities for Businesses"},"content":{"rendered":"<p data-start=\"144\" data-end=\"466\">New measures have been introduced to strengthen health and safety protections in the workplace.<br data-start=\"239\" data-end=\"242\" \/>Decree-Law No. 159 of 31 October 2025 \u2013 known as the <em data-start=\"295\" data-end=\"312\">Security Decree<\/em> \u2013 introduces more targeted inspections, financial incentives, and a strong push toward the digitalization of corporate processes related to prevention.<\/p>\n<p data-start=\"468\" data-end=\"622\">These changes send a clear message: safety is no longer merely a legal obligation, but a key indicator of reliability and sustainability for businesses.<\/p>\n<p data-start=\"624\" data-end=\"1000\">Among the most significant innovations is the introduction of a <strong data-start=\"688\" data-end=\"719\">digital identification card<\/strong> for workers employed in construction sites and high-risk sectors.<br data-start=\"785\" data-end=\"788\" \/>The card, equipped with a unique code and anti-counterfeiting features, will be connected to the <strong data-start=\"885\" data-end=\"903\">SIISL platform<\/strong> and will allow for the immediate verification of each worker\u2019s identity and employment status.<\/p>\n<p data-start=\"1002\" data-end=\"1310\">From a legal standpoint, this measure strengthens the employer\u2019s responsibility to ensure that only duly employed and trained personnel are authorized to operate on site.<br data-start=\"1172\" data-end=\"1175\" \/>It represents an important step toward greater traceability but will require careful management of data flows and privacy protection.<\/p>\n<p data-start=\"1312\" data-end=\"1590\">As a result, the Decree also enhances inspections concerning contracts and subcontracting arrangements, shifting the focus to the entire supply chain.<br data-start=\"1462\" data-end=\"1465\" \/>It is no longer sufficient for each company to \u201cdo its part\u201d; shared responsibility among all stakeholders is now required.<\/p>\n<p data-start=\"1592\" data-end=\"1900\">Another key innovation concerns <strong data-start=\"1624\" data-end=\"1644\">INAIL incentives<\/strong>, which from 2026 may be adjusted based on a company\u2019s accident rate.<br data-start=\"1713\" data-end=\"1716\" \/>Businesses that demonstrate effective prevention measures will be eligible for contribution bonuses, while those convicted of serious violations will be excluded from these benefits.<\/p>\n<p data-start=\"1902\" data-end=\"2077\">Starting in 2026, in order to access contribution reductions or other financial incentives, employers will be required to publish their job offers on the <strong data-start=\"2056\" data-end=\"2074\">SIISL platform<\/strong>.<\/p>\n<p data-start=\"2079\" data-end=\"2153\">The Law firm remains available for any further information or clarification.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>New measures have been introduced to strengthen health and safety protections in the workplace.Decree-Law No. 159 of 31 October 2025 \u2013 known as the Security Decree \u2013 introduces more targeted inspections, financial incentives, and a strong push toward the digitalization of corporate processes related to prevention.
